In India, there are 28 states and 8 union territories. Globally we are ranked two in population. Our culture is designated as a consolidation of several various cultures & credited with shaping our ideology.
India is full of varied differences among themselves with mixed religious, political and cultural views. It is impossible to attribute a collective set of customs and faith about somebody’s upbringing.
As you roam across India, it offers diversity in land and nature, people, tribes, cuisine, faiths, dance forms, music, spirituality, craft, arts, sports, history etc. India is a hierarchical society. Whether in north India or south India, Hindu or Muslim, urban or rural, virtually all things, people, and social groups are ranked according to various essential qualities.
Although India is a political democracy, notions of complete equality are seldom evident in daily life.
Societal ranking is indisputable in caste groups, amongst individuals, and in family and kinship groups. Castes are primarily associated with Hinduism, but caste-like groups also exist among Muslims, Indian, Christians, and other religious communities.
Within most villages or towns, everyone knows the relative rankings of each locally represented caste, and behavior is invariably shaped with his/her learning.
One of the great themes highlighting Indian life is based on social interrelationship. People are born into groups—families, clans, sub castes, castes, and religious communities and feel a deep sense of inseparability from these groups.
People are deeply involved with others, and for many, the greatest fear is the possibility of being left alone, without social support.
Many things vary when you even make your journey from one state to another but being a highly populated country; it is generally acknowledged that India has a great proclivity towards crime and criminality.
From the era of 1990’s until 2020’s, apart from regular crimes, we have gone through multiple communal and religious situations, which resulted, into massive violence. The paradigm of traditional crimes like robbery, Murder & Kidnap has been shifted to honour Killing, Child Sexual harassment and Rapes.

When I was exploring this pattern, rapes in India has crossed all the limits and what I have noticed is, according to the most recent government data, more than 32,500 cases of rapes were registered with the police in 2017, about 90 cases per day.
Even after some very brutal and highlighted cases like Nirbhaya & Asifa, Indian courts disposed of only about 18,300 cases related to rape that year, leaving more than 127,800 cases pending at the end of 2017.
I have tried to explore & study some of the influential factors where women safety is on stake.

A Small Report on the India Rape statistics
Psychological
As per Indian journal of Psychiatry, a research paper was published with a small brain analysis i.e. Rape may be associated with organic brain damage and learning disability. People with schizophrenia or related psychosis may often commit rape or show abnormal sexual behavior, which is related either directly to the psychosis or indirectly to dis-inhibition.
Paraphilia’s: at least a 6-month period of recurrent, intense, sexually arousing fantasies, or sexual urges involving specific paraphilic behavior, and that the fantasies, sexual urges, or behaviors which causes clinically significant distress or impairment in social, occupational, or other important areas of functioning.
As per a research, Men who rape tend to start young, in high school or the first couple of years of college, likely crossing the line with someone they know.
Some of these men commit one or two sexual assaults and then stop. Others maintain this behavior or even pick up the pace.
Upbringing
As per Wikipedia research, Traditional Indian families tend to discipline their children in a more aggressive and stern manner than most typical U.S. families. Mild corporal punishment such as spanking is considered a normal aspect to parenting in many Indian families.
Children are rarely coddled or allowed to misbehave in any way. Since the respect of elders is such a key component to how children are raised, speaking or acting out against adults is punished in a harsh manner.
Childhood environments that are physically violent, emotionally discouraging and characterized by competition for scarce resources have been associated with sexual violence. Sexually aggressive behavior in young men, for instance, has been linked to witnessing family violence, and having emotionally distant and neglecting parents.
People who are raised in families with strongly patriarchal structures are also more likely to become violent, to rape and use sexual intimidation against women, as well as to abuse their intimate partners, than men raised in homes that are more equitable.
Television
In December 2012, a 23-year-old girl who was a medical student was gang raped on a bus in Delhi resulting her death. This incident made highlights around the world and led to a nationwide revolution in India. It made one of Bollywood’s biggest stars, Shah Rukh Khan to tweet: “I am so sorry that I am a part of this society and culture. I am so sorry that I am a man.”
If we start with television just try to recall where did we see a strong female character who fights with the villain and saves herself. Can’t recall? Because we have always seen a female character in trouble with men behind her and in majority of movies, they want to rape her.
However, there will always be a debate on how entertainment can affect someone in any way because everyone has his or her own perceptions. People will say it is an entertainment world with drama, emotion, action, adventure and we should not believe it but it is a human brain, which can be constructive & destructive at the same time. It works on the principle of self-learning and influential situations or characters around you.
Television has also contributed up to a certain level to glorify this crime. As per an article in BBC, the so called ‘item numbers’ which are extremely popular, tightly choreographed and often sexually provocative musical performances which routinely appear in Bollywood films; Does it lead to any kind of value-addition to the movie ? What is their contribution in the success of any movie?
Again, there will be a debate on how every human being on this earth have his/her own need of entertainment therefore for every human being a content is created.
If we count on the portrayal of women in Indian cinema, television has always illustrated a female in a non-balanced character where either she is helpless, dependable, waiting for someone to protect her or she will be presented in a beautiful , appealing and decorative way, therefore television plays a vital role in influencing someone’s behavior. The influence may be good or bad. But it definitely does.
Digital Media & Internet
Fifteen-year-old Audrie Pott was drunk at a party and passed out. What happened next, according to her family, was that multiple young men, who took photos and circulated them in their high school of more than 1,000 students, sexually assaulted her. Not long afterward, Audrie, devastated and hopeless, committed suicide.
In Canada, multiple perpetrators, according to her family, sexually assaulted Rehtaeh Parsons, then 15, and photographs were posted online for the world to see. She was tormented and bullied for more than a year with no legal action taken by the authorities, who stated there was "insufficient evidence" to file charges. Rehtaeh also committed suicide.
There are endless incidents in India & globally like above where Digital content and internet lead to a disaster like this.
Social media & internet given an admittance to the users to create & publish various content, which is sensitive & restricted but there is NO control on its access, except for the places where there are firewalls.
Porn is one of the product from Media & Internet. As per an individual research, the effects of pornography is concerned with multiple outcomes that includes potential influences on rape, domestic violence, sexual dysfunction, difficulties with sexual relationships, and child sexual abuse. Many countries have attempted to restrict minors' to access to this explicit material either by limiting its availability or a complete ban.
As per NCRB website, Comparison of pre-liberalization and post-liberalization growth of rape rates was not significant. They were statistically significant with positive correlations between the number of internet users and sexual crime rates.
Weak Indian Judicial system
When you talk about women safety in India, our judicial system is very weak and unorganized.
The 2012 Nirbhaya case triggered a host of legal and policy reforms. In 2013, Parliament passed a new anti-rape act, which amended major laws to make provisions relating to violence against women more stringent.People were devastated over the Nirbhaya incident and the then government was criticized a lot.
Indian Judicial system have IPC section 375 and Protection of Children from Sexual Offences (POCSO) Act for rape and Child Sex Abuse. According to the National Crime Records Bureau (NCRB) 1,56,237 cases were on trial in 2018.
The trial was completed on 17,313 cases, resulting in conviction in only 4,708 cases. There was acquittal in 11,133 rape cases and discharge in 1472 cases.
As per famous psychologist BN Gangadhar, who heads Nimhans, said: “Unlike theft, burglary or other crimes, perhaps even murder, rape is a wilful act and must not be exonerated on grounds of age. Instead, medical professionals should be consulted and they should decide on an age when most people have successful physical arousal. From such time onwards, they (juveniles) should also guard themselves from committing such acts.”
A physical arousal in a human being begins much earlier than 18 or even 16 years of age and while arousal is a natural phenomenon, there is a natural responsibility to bear restraint. “Such restraint is deemed normal along with arousal,” he said. “We must redefine the age at which most people are sexually mature.
Vani Subramanian, from women empowerment group Saheli, said the Nirbhaya incident is not an isolated one.
"Sexual assault occurs with frightening regularity in this country. We need to evolve punishments that act as true deterrents to the very large number of men who commit these crimes," she said.
"The low conviction rate shows that perpetrators of sexual violence enjoy a high degree of impunity, including being freed of charges," Subramanian said.
Among other things, the new laws expanded the definition of rape & added stalking, spying and acid attacks to a list of specific crimes against women.
They also require health care providers to provide free medical care and examinations to victims of sexual assault, and include a legal provision for survivors to receive some form of financial reparation. In March 2014, the Ministry of Health and Family Welfare issued guidelines to standardize medical and legal protocols for victims of sexual assault.
However, five years later, experts pointed out the gaps in the fair implementation of legal reforms and guidelines for attending to survivors of sexual violence.
A report in the Indian Journal of Medical Ethics concluded that “poor utilisation of funds, misguided focus on technologies in place of strengthening of institutions, and contradictions in the legal provisions” still pose challenges for addressing sexual assault in India.
Govt of India Initiatives
The Centre has sanctioned nearly Rs 4,000 crore for various women safety projects under the Nirbhaya Fund that include financial assistance to rape and acid attack victims and setting up of special police units for women and children.
According to a Home Ministry document, the highest Rs 2,919.55 crore has been sanctioned under the 'Safe City Project' being implemented in eight cities i.e. Delhi, Kolkata, Mumbai, Chennai, Hyderabad, Bengaluru, Ahmedabad and Lucknow.
Nirbhaya Safe city projects will be having a mix of technology and secure infrastructure towards the safety of woman. Solutions like tracking & identifying of criminals, Forensic, Proactive policing and various crime analytics has been introduced to control the crime.
They have also introduced She vehicles, She Auto Services, She Cabs etc. exclusively for women to make the travel safe.
However, apart from all these we still do not have a trusted or proven mechanism to stop any type of sexual harassment.
Laws alone cannot provide a solution for this problem. In the last decade, reporting has increased, FIR registration has been made mandatory in rape cases. We have gender-sensitive protocols for medical examination and recording of statement of the victim.
Let me take you on a round of what some of the experts say about stopping rape and can be the best steps.
Augment your perspective of rape culture
While no one may disagree that rape is wrong, through words, actions and inaction, sexual violence and sexual harassment is normalized and trivialized, leading us down a slippery slope of rape culture.
Across time and background, rape culture has taken many forms. It is important to recognize that rape culture goes beyond the narrow notion of a man assaulting a woman as she walks alone at night.
Some endorsements have to change i.e.
“Boys will be boys.”
“She was drunk.”
“When Women say “no” they actually mean “yes.”
For instance, rape culture encompasses a wide array of harmful practices that rob women and girls of their autonomy and rights, such as child marriage and female genital mutilation.
There are some factors that underpin rape culture and the myths that surround it.
Educate the next generation.
It’s in our hands to inspire and build our future generation, Challenge the gender stereotypes and violent ideals that children encounter in the media, on the streets, and at school. Let your children know that your family is a safe space for them to express themselves as they are. Affirm their choices and teach the importance of consent at a young age.
Boys should be treated just like the girls, and families should teach them everything they teach their girls like to respect everyone, to cook, to behave etc.
Stringent Laws & technology
Rape is a heinous crime and there should not be any place for rapists in our society.
Rapes need to be stopped not by just implying rules and regulations but by punishing the culprits in no time and rewarding them with stringent punishments—so that nobody dares to commit such crimes again.
We have to enable the system with more forensic labs, Equipment’s, a separate channel or fast track courts that will work 24/7 to listen.
In this era of technology a complete ecosystem, needs to be built with a TAT of not more than 1 hr to register your FIR and create the case. All subsystems has to connect with each other and have to work like real time governance.
In terms of punishment, India must allow public executions of rapists once proven. The system needs to create fear among those irresponsible men who are not afraid of the consequences before committing such inhumane crime.
Conclusion
We need to prevent rapes from happening. Prevention and punishment both are required at the current stage and for that, we require combined efforts on part of all the stakeholders.
Therefore, nothing much changed after the 2012 Delhi gang rape that generated global outrage and violent public protests.
Indian criminal justice system remains exposed due to political pressures and allows many of the accused to go scot-free.
On the other side, people were ecstatic with the encounter of the Hyderabad gang rape case convicts.
Today because of media outrage, there are higher and better chances of reporting for any such incident.
A change never comes immediately. If we as a society stand together we can expect a better tomorrow for our next generation. We have to build our society the way we want it to be. We ourselves have to create India a demonstrably better and safer place for our women to live in.

ReplyDeleteAs per the research,Mostly rapist commit their crime when they are adolscent (age 17 to 20).Some are below 16 yrs .If we observe deeply, these things starts happening in co-ed schools in the form of attraction of opposite sex, friendship, affairs etc. Students in this age are themselves not in state of deciding between right and wrong. They only do the things in which they are happy. They keep continuing this process which becomes an addiction and finally they commit crime when they are adolscent. These things can't be stopped but it can be diverted in some fruitful results. For thet we need to understand their psychological behaviour and some points need to be followed to reduce these heinous crimes. 1)Sex education should become mandatory in schools. 2) Yoga,Exercise and mind healing exercise should become part of life. 3)Parents play very important role in upbringing and they should be friendly to their childrens as 70% transformation of child depends on upbringing and treatment. 4) Always keep motivating the childrens and involve them in fruitful activities like sports, games and music in which they should not have time to think on either side. 5) And last but not least, the weak judicial system should improve and the punishment of death penalty, should happen within 24 hours for the people who commit brutal crimes and it should be a lesson for those who are unaffected of their crimes.

DeleteAs per my views, all women's should become more independent and should not depend on others for their own safety. They should learn self defence so that they could fight for themselves at the time of danger.Strict actions should be taken against the culprits.

DeleteAçcording to my point of view, people must be more open with the conversation in the matter of sex education. Children right from their childhood must be given sex education in schools etc...parents play a vital role in shaping the behavior of a child. In that case one should make sure that his/her child should be brought up in such an environment which gives the importance of women and their role in an individual's life.A women, instead of restricting herself to certain limits should be trained in facing her own problems. This independency would strengthen her in facing the so called our male dominated society.
ReplyDeleteStrict as well as quick actions must be taken on the culprits which would frighten the latter one. And rehabilitation of the criminals is a must in changing their mindsets which inturn causes the decrease in the crimes happening in India.
The blogger needs to be appreciated in providing the awareness and creating an attention towards one of the ongoing problems of the society.
